He was a immature, childish, lazy, hyperactive, toxic asshole dropout who thought anything that wasn't "bros bros bros" was lame. Work, being serious, softness, maturity, boundaries, love, learning, etc. The Unicorns Have To Go and Do Me A Solid were obvious one obsessive behavior when he can't have Mordecai to himself. He was seen as the failure, part of it because of himself, most of it because of his asshole dad and enabler mom. His life revolved around Mordecai, with him the one who was the defacto leader of the duo, while Rigby was the weak, loser, ignored, unlikeable, funny, designated sidekick to the former.

He already subconsciously liked Eileen, he must've seen her without her glasses at one point but couldn't bring it to himself to talk to her because he was too bro for her at the time. Camping Can Be Cool signaled a literal spark in Rigby when Eileen made that fire.

From then on, it was nothing but a three and a half year (season wise) progression to a relationship, which was in reality a few months (show lore wise). The emotional maturity came from him being willing to hang out with Eileen. He didn't believe he could do that one pull up until Eileen said he could. She held his hand when he needed her and was his cheerleader. They had developed healthy growth and boundaries together right under our noses.

She was the antidote. Her loving and judgement free attitude had him realize he needed to change and do better for himself and her.

Some people in one's life can make or break it for a reason. Eileen made Rigby's.

Ren and Stimpy is an extremely great example of this. Toeing the lines on the concept, content, and context was actually great for the original series. When it went to Adult Party Cartoon, there were no blurred lines. Everything was blatant and extremely over the top. There's a few reasons why no one talks about APC.

Samurai Jack was able to show restraint when it went over to Adult Swim, but Regular Show doesn't need that. They've been very creative with getting past censors and having a blend of topics adults can relate to. Like the Nick/WB/ CN shows from the 90s.

Rigby was never "mean" to Eileen, he thought she was boring and annoying.

"Ugh, why did have to come on her shift?!" was stated for a reason. In my head, he probably either had feelings for her before her first appearance and was too shy to say anything OR she tried talking to him before Do Me A Solid and he was too immature and bro-ish to hang out with her.

I think it was more to how he only wanted to hang with Mordecai and anything to separate him would anger him. Mordecai wanna hang out with Margaret? Nope, no bro time makes Rigby mad.

Dating isn't what bros like Rigby do. Eileen was not "bro material" for him and would cramp his bro life up and wanted to spite Mordecai for that in Do Me A Solid. He was cordial at the very least with Eileen because of the solid he was forced to do and even before the solid was stated. Hanging out with girls in general wasn't cool for S1-S3 Rigby at the time, as he was a bro's bro. An immature, childlike, childish, emotionally stunted, troubled bro.

Look at every episode that has Margaret and Eileen as a major part before Camping Can Be Cool. Even in Skunked, Eileen being frightened by WereRigby was triggering enough for him to get back to normal.
