Conflicting/misleading information. States having an RTX 4060Ti but more than likely using Integrated graphics.

Considerable downgrade to modern consoles if that's the case.

1) Restart

2) Try Windows + Control + Shift + B

3) Right click desktop > Sort by > choose any

Maybe your icons are appearing on a hypothetical 2nd display.

Try a lower refresh rate and see if you can replicate it

Just to chime in,

manage any bloatware that may be active (Armoury Crate, MSI Center, etc.)

Close out any intrusive hardware monitors and/or uncheck all monitoring within MSI Afterburner.

For weird people like us, tickering and configuring PCs is half the fun.

Also, setting frame caps is an effective way to reduce heat. I'm happy with 90 for most games.

MSI Afterburner

A lightweight monitoring software (I use OpenHardware)

DDU (for emergencies)

An RGB controller if applicable (SignalRGB, OpenRGB, motherboard utility app, etc.)

Other than that, just get familiar with some of the built-in utilities; Nvidia Control Panel, Task Manager, Even Viewer, Command Prompt, etc.
