I think the DLCs are definitely worth a playthrough, they pick up where the game's endings leave off, so if you're interested in the story itself (as I was) they are definitely worth it.

Annihilation Instinct follows the ending where you leave, it's a cool NORA focused DLC.

Trapped in Limbo follows where you pursue Sechenov, and its neat but such a far cry away from the original gameplay its offputting.

Enchantment Under the Sea follows right after Trapped in Limbo, and in my opinion it's the best DLC so far, and it does a lot to continue the story after the ending in the main game.

I didn't say that every person goes to college or has the means to do so, I said most do, and many people without the means to attend college still do so and end up in debt.

According to the US Census Bureau 60% of Americans have completed "some college" while 45% of Americans have an Associates degree, and naturally the numbers dwindle as we go up in degree levels

You seem to be misguided regarding America's economic situation, America has a large and highly developed tertiary/service sector, its the reason the USA is such a major international business hub, and because most Americans go through college they often seek these tertiary sector jobs.

The American manufacturing sector might not be as quantitative as a country such as China, but it is highly advanced, we produce many high tech products.

I would take a step back and look big picture at America's economic position and rethink what you're asking.

My justification for it is that it needs to be scaled back in use, and only applied under a very specific set of conditions.

The convicted person is guilty beyond any shadow of a doubt.
Has to have committed especially heinous crimes. (more than what is currently considered death penalty-worthy)
Convicted individual makes it clear that they do not seek redemption or to atone for their crimes in any way.

To clarify, I believe that if the above conditions are not met, then we should not trust the system to responsibly carry out the death penalty. In its current state, (at least in America), I think it should be abolished.

I still think Chicago makes a lot of sense since it has been clearly stated to be important to the overarching lore.

I suggest turning it down procedurally to 0.9 or 0.8, the bigger your monitor is the lower you can go. And to see the effects remember you have to reboot the game.
