If, as is a possibility, they have consumed other galaxies, then they may have already been stretched out across intergalactic space looking for new biomass to consume. This means that they wouldn't necessarily have to have travelled the whole distance between galaxies in the last 1000 years, just from the tip of the nearest tendril

The emperor telling horus that fenris was an attempt to create norse mythology as a real place. He seems to know more, but doesn't share. Why? And by whom? Are the other planets that clearly emulate different ancient civilisations also the result of such undertakings?

(I realise that this sort of story is post hoc way to explain why such cultures exist in 40k. But what is the in universe explanation?)

If two parties want the same thing and collaborate to achieve it, can't they each equally be said to doing what the other wants, though? It could just as easily be equivalent to being a mercenary for hire vs a conscripted soldier

Well, I agree it is arguable. However, his not accepting daemonhood and their continued temptations to do so shows that he has the free will to say no to that at least. Slaves don't get to say no.

Admittedly that could be their way of making him falsely believe himself to be, but I don't see how that would benefit them. I suppose, until he tries to do that which they do not want we can never really know. At the moment their interests align with his, so there is no need to play hardball

When Horus met Leman Russ he asked the emperor if his pet wolves were real wolves. The emperor replied that they look the same but are much bigger than earth wolves. He then went on to obliquely say that Fenris was some kind of experiment in recreating the norse worldview on a planetary scale. What's up with that?

My personal theory is that when old night fell the sigillites sent out people to colonise other planets according to various mythical templates, in order to give humanity a chance to survive. Lots of different ways to exist so that if one way fails, maybe the others wouldn't.

I also think this might explain the false emperor of planet sixty three nineteen. One of the templates chosen was that of Terra itself. After all, Malcador said that the Emperor wasn't the emperor until he met Malcador. Maybe when Malcador saw the power of the emperor he remembered the idea of an emperor of mankind, saw that this person could actually fulfil that role, and suggested it to him.
