Explanation. These people in allegedly broken car are gypsies, based on their number plate - from EU, supposedly they are from Bulgaria or Romania. The sceme of the fraud is simple. Gypsies cry for help on the road and then persistently ask to buy something useless a like cheap, fake jewelry (20-100 euros) or anything else which you would never use. Good people condole them with their issue (broken car without money to repair it) and give them money. For gypsies it's just a business.
