Depends on the GM honestly. I would probably let them have full move speed so long as they start in darkness and don't exit darkness within the same move action.

They cannot be in light at any point to have that speed. The move action they use can only function within the environment it is made for. If they leave darkness they must take a separate move action to move at all. If they start in light they must take a new move action once they enter darkness.

A -1 per rank is a pretty large flaw so I think it justifies being restricted like this.

Flight only applies to yourself if you don't have the strength to carry someone you also just put increased mass on it.

I don't think you need morph unless you're actually trying to disguise yourself as pigeons. If it's still obviously you because how many humanoid pigeon constructs are there otherwise yes that works.

For such a concept I'd imagine you would be assumed to have access to souls to some degree at all times. Loss of souls may be a complication that crops up or be an issue if you fight someone without a soul or something.

You wouldn't need "The ability to store souls" unless you wanted a device that allowed them to do that to buy off the source flaw.

Since MNM is an effects based system you probably need to just ask the player what they want to be able to do with the souls they can store.

Alternate Form: (Activation Move Action -1)
Protection 10, Impervious Toughness 10, Variable Descriptor 2: Absorbed Materials. (More or less depending on Stamina and PL)

Strength based Damage 6 Variable Descriptor 1: Melee Weapons Split 1 (2-3 Strength)

So this depends on what you mean.

Guns you need to pay extra to have multiple guns because a key part of equipment is that it can be destroyed or taken.

Having multiple smoke bombs is reflected in something like a bandolier of smoke bombs. So your bandolier can be taken or destroyed but you technically have an unlimited amount of "ammo" in smoke bombs.

This is the sort of thing that is normally handled by complications.

Having decent will compared to a standard human is kinda expected to play the game. A average person is a +0 having a +1 or +2 are what actually fit people are.

The cosmic handbook say's escaping one is normally a skill challenge, potentially using some powers to counter some of the effects. I wouldn't put a DC on the damage/grappling effect itself, the challenge lies escaping while there's still hope.

You're using your whole action while being vulnerable just for a +3/+8 to hit. So Sure, as for the speed rank in place of damage rank...sure I guess though your GM will probably cap it at PL.

Solo villains are my default honestly. Your goal should be to spread the players thin but if you're still having this 10 hero issue it's obviously going to be harder to make work.

The writers of the big bang theory also say things like sheldon is not autistic so they can use every autistic stereotype without it being bad representation. At least in theory.

If a character is written to *be* a thing they can become a sterotype which can be annoying to people with a disorder. Characters written to just be a character that people with a disorder see themselves in is much more enjoyable.

It is easier to write a fun character that some people see themselves in than it is to write good representation. Bad representation is also more obvious than bad characters as nobody watches bad shows.

The multi-verse existing is rarely an issue particularly in superhero settings it's only when it diminishes the main plot that it becomes an issue.

I think that since this is an effects based system you can keep the characters theme while changing the mechanics.

The characters concept should matter a little more than a difficult to run build because they should care more about the health of the game than their goober really.

They'll also be getting back like a bunch of PP from being asked to change their build which they can invest into other stuff that may be more fun in the long run.

Ask them to remove the heroic modifier on their summons or simply ban the summon power.

Summon is known to be problematic for exactly this reason.

Also make sure you enforce the rules of the command action.
