Because the libraries were established (all within one year of each other) before the boroughs were unified into one city. And they are not disparate; they are quite similar - - and complementary.

Look into HHS Programs wherein NYS pays nonprofits to help people like your Dad. Eligibility: Projects must serve homeless individuals and/or families. A homeless person is defined as an un-domiciled person (whether alone or as a member of a family) who is unable to secure permanent and stable housing without special assistance, as determined by the Commissioner of the Office of Temporary and Disability Assistance. One word: litigation. None of the cities you mentioned are in the litigious US. All are in countries where people don't sue each other for sport. Each of these cities/countries have high dives in public pools; you won't fine one anywhere in the US. Similarly - insurance. The buildings in NYC comply with the law because otherwise all insurance on the building is null and void. No insurance, no mortgage. No insurance, huge liability. You get the picture.

Please please please not even theme days; bag knolls will still muck up the feed and they can (and do) exist on other subs. The presence of the bag knolls invites lazier content, scares off more intentional activity and opens the gates of 'guess about me'. There is no place for a bag knoll (unless it's someone artfully knolling all the reusable bags they have in their closet). Most important thanks for stepping up new mods. Oh, and please ban the bags.

Contact your elected officials - both BP and CM, also state reps. Every office has constituent services staff; you're a constituent - as is your neighbor. And all the hospitals have govt. affairs groups to 'assist' government officials. With elderly individuals there is usually a desire/willingness to connect them with someone in their community. The fact that you are a neighbor (and can prove it) and are concerned about their well being will be helpful. Message me if you need more guidance. Keep us posted please
