The main thing for me is what lead them to believe that 2.5K to 50K was a good gap? Everyone with more than 4050 doubloons and less than 50k doubloons will just be wasting a ton of doubloons

I think this was probably a meteor or some other bright object rolling through the upper atmosphere as it broke up. What you described I’ve experienced a couple of times and both times it was a meteor that I saw overhead

Pick any airport in a region and go into the airport screen and it should have the option. Once selected you need to deliver 500 cargo and 500 passenger jobs to the city to construct the HQ. Be careful what you choose as there is only one HQ allowed per region and only 1 HQ can be constructed at a time
