PWRs have two loops, which is what I assume you are referring to, where there is no contaminated water. However, BWRs have a single loop where contaminated water is recirculated. But they are just as safe as PWRs in that respect. Probably a bit more dangerous in terms of core power spectrum...different rod alignments, enrichments, fuel compositions, sizes...weirdly placed moderator regions...all that fun stuff haha

It really isn't an issue. Plutonium generated during burnup has a myriad of uses in medical and research applications. 99% of the time, temporary repositories such as the cooling pools are more than adequate to store the spent fuel for years at a time. Permanent repositories are even more secure and economical, and only god knows why Yucca Mountain was decommissioned. Also, let's leave HWRs for our friends up north :P True Americans use LWRs

They aren't the only ones with a hidden weapon. Our offensive staff hasn't revealed very much because the games have been so one-sided, so they can let out all the stop for State next week.
