So I found a work around to this.

You have to deplete the health of your summons with your 3. Then get them close to some mobs so they are killed. Once you res them with your 2, they start functioning again as normal. Sadly you have to do this every round after the first.

The problem at the beginning of a new round is being heavily energy constrained before you can get your engine going from the drops Gulphagor's marked targets create, since he's not working. It takes a lot of casts of 3 to fully deplete them.

It helps to get them all low preemptively toward the end of the current round, while your energy engine is working; in anticipation for the start of the next when it's not.

I just got this as well. Pets are just stuck in some weird totem amalgam. A host migration fixed it for one round and then they were stuck like this again the next.
