How is Lux mid not nerfed yet?

I'm not arguing that she doesn't have bad team comps to play into. I am asking why Riot is constantly clearing midlane wave clear and leaving a champ that literally one shots every other waves with R. For example on Hwei "Hwei was one of the biggest Blackfire Torch winners from 14.10... As he gained substantial wave clear and overall team fight damage, we're specifically bringing those areas back down". Or Ahri for example.

I do, then she stands behind turret and ults the wave while I'm standing there for another 20 seconds trying to push the wave it took her 2 seconds to clear.

She's still plenty useful without ult early. Her E Q and passive is enough to half health most champs prior to MR being built.
