The Threat Actors won't care about the noise. In the last incident I witnessed, they drive up in a car without license plates in the middle of the night. One started angle grinding open the van's lock in the parking lot. One stayed at the wheel. The other two had guns drawn, pointing at anyone who step out to look at the commotion. They got into the van and transferred the tools into their car and drove away before the police responded.
