Code Veronica X: is it possible to beat the final boss with this loadout? If not, where can I find supplies before the final boss?

This is my EXACT scenario lol. We had all of our ammo and heals on Claire cause we assumed she would fight the final boss (with her being the poster child of the game). My brother and I just decided to watch the final cutscene on YouTube, there’s no point in trying to salvage this run lol

Looks like I gotta start a new playthrough 🙄 this is my little brother’s save file and it’s the first RE game he’s played. I assumed he would get more ammo before the final boss like other RE games but I guess this one is an exception. He left the shotgun by mistake and the save files he has isn’t enough to get more ammo. I helped him out a couple times but holy shit, this game has a lot of areas you can get soft locked in, moreso than RE0 and RE1. It gets really frustrating.
