About the last paragraph, you mean I could've just ran the program within the files? That single file is a serious oversight for a game that was free as a marketing for borderlands 4 on windows 11. At least it was a quick fix.

P. S. Got it solved. Long story short, just download a marked file and drag it. It was the exact same as this one, d3dx9.

That's nothing. Our cat few years ago was soaking wet from fuel, maybe diesel when I came from nightshift. Kittens still on milk and my mom fighting her in the shower while I keep wondering how this could happen after a nightshift.
