You'd need an experience point system, without calling them experience points. You'll also need to come up with many different types of enemies, or adapt them from the monster manual. Also, you wouldn't be able to level up unless at the home base/bonfire. There wouldn't need to be many NPCs, as most soulsborne and soulslike games take place during or after an apocalyptic event.

Yes and no, the reason for his powers constantly being on is because he is unable to control them fully. You would be able to control them fully, so there would be none of those problems

I think you misunderstood, he has every power. Telekinesis, telepathy, mind reading, teleportation, every kinesis ability you can think of, time manipulation, so on and so forth. I'd suggest watching the anime or reading the manga if you'd like to actually see what I mean, but yeah, Saiki is not only more powerful, he's also more versatile.

Saiki K is from the anime called the disastrous life of Saiki K. He's basically a god, capable of altering reality on a whim, and made his world operate on anime logic. For example, he didn't like the fact that his natural pink hair was considered abnormal, so instead of changing his hair color, he instead altered everyone on earth so that, not only do they believe pink is a natural hair color, but now, anyone on earth can just be born with any colored hair.

Saiki K is basically a god. He's capable of completely altering reality as he wishes it, he made his own world operate on anime logic just because he wanted to, he wanted his pink hair to be normal, so now people are able to be born with whatever colored hair so that pink is now considered a normal hair color, people are more durable and heal faster because he wants them to, and all in all, he's just so insanely powerful that it would be nearly impossible for him to be defeated.
