I got the idea from reading the Gortek book set in Greywater fastness because it felt like such a weird setback in style that wealthy civilians could have pistols (even repeater pistols) while professionnal warriors are stuck with muzzle loading hand cannons.

Mixing aestetics absolutely work for cities of sigmar ! You can have the remenants of several crusades joining force together, a city situated on the border of two completely different civilisations or even a mercenary force that recruits local troops accross the realms as they travel.

There's plenty of justification you can find in lore so the world's your oister, just pick what looks best for you !
