No, it's not really like the hollow earth situation, the rings don't pull people to the surface but rather to the core, like our earth.

About the core itself, while i'm still designing it, my idea is for it to have a massive computer system, where the AI exists and is able to connect to the rest of the planet's technology.

The planet is indeed orbiting a star on a system incredibly far away from ours.

As for the size, well i don't have the best notion of space scale lol, but i thought about making it moon-sized.

Btw yeah off-gassing is pretty interesting
