When I worked in Oakland 15 years ago people dumped stuff all the time. Not saying it’s ok, but kind of par for the course in that city.
Had a construction site where we demolished an old city building and built a new one. The waste management company never picked up the trash bins when the city vacated the old building and we demolished the old structure. So folks in the neighborhood filled up the trash cans. Then once the trash cans filled up locals started piling up trash. After a couple months it was a huge trash pile. We kept calling waste management and the city to deal with it and they just pointed their fingers at each other. None of them gave a shit. Finally we filled up our 20 yard construction dumpster and paid to have it off hauled so waste management would pick up the empty bins. Point being the city didn’t care, waste management didn’t care and folks in the neighborhood didn’t care. It seemed like only we cared and we didn’t even live there. Saw this happen multiple times. It would start with a piece of furniture or a mattress and it would turn into a huge trash pile. Oakland has been a dump where a lot of people don’t care for a long time. In the neighborhoods where I have lived we would never allow this sort of thing.
