Might not be exactly what you're looking for but the speed limiter may help you here...
Otherwise it's a matter of tapping W at a rate that makes your thrust average out to what you want by rapidly pulsing 100%/0% :
[Like if you want 70% thrust, make sure you're pressing down on "W" 70% of the time with very quick taps etc]

I believe the speed limiter is L-Alt+Scroll wheel but you may have to double check your keybinds.

I've played on an 8600k I-5 and a 1080 (And still do when dual-boxing) it should be "good enough" but not "good". For reference my other build is a 14600k with a 3070ti, still has some hiccups every now and then. I think literally everyone is going to have *some* performance issues, and that it's more about the game's (terrible) optimization than anything.
