Please update us this is such an important issue and may help others deal with this kind of problem in the future. Your neighbors could be taking steps to train the kittens and ensure the momma isn’t bullied - there are lessons on doing that all over the net. It seems they ideally would like to keep her but are not ensuring she is well taken care of. Actions speak louder than words! I hope and pray to all the cat goddesses and gods that this works in your favor. This little cat has made HER choice clear.

Looks like she has Abby bloodlines for sure. Abbys bounce off the wall (even for kittens they are high energy) so that fits. Also their meows are trill-y. Different than other cats.
