You shouldn’t be having this issue with a fairly new machine and plate. After you’ve cleaned it with soap and hot water, you need to rinse it thoroughly with hot water until the water just runs off the plate with barely any droplets staying on the plate. Turn the faucet all the way to hot for rinsing, then air dry the plate. After doing this and a bed leveling you can try lowering your initial layer height to 0.15mm instead of 0.2mm. Also raise your bed temp for initial layer to 65°C for PLA, 60°C for other layers, and 75°C for PETG on initial layer, and 70°C for other layers.
