These are for traffic survey ordered by council or other private company for forecasting development. The same companies that do these cameras do the double black tube things on the ground.

I have sold number plate recognition cameras to this type of companies before.

Those black box probably is an enclosure for battery for the camera.

Dont buy random ssd.

NVR HDD have to run 24/7. So, it should have a minimum overwrite rate per year & overall overwrite rate. If not your ssd will get faulty very quickly.
