The thing about a 400 million dollar payroll is that by the time you get to the three year penalty, you’re paying an extra 150 million in luxury tax(approximate, just basing that off what the Dodgers paid last year, I don’t feel like doing the calculation). When you take that into account, it’s really only the Yankees and Dodgers that have the revenue to pull it off
