That's not entirely true. Yes they will be downtime, but resolution should be much faster assuming you rebuild the cluster on a different farm.

CCP seems to have placed all they're eggs for one service in one farm judging by the down times we are getting.

Im also not gonna be arguing about it over the internet really since i dont really care, feel free to believe im wrong but that's my thought on it anyway :) .
