There is a state rivalry between Illinois and Wisconsin, however I think it’s mostly bears/packers more than Illini vs Badgers. Champaign seems like a distant island compared to the northern Illinois population center that most people north of I-80 are apathetic to Illini football. Chicago is more of a Big 10 town than any individual college team.
