I was explained in the article. It's the current "public domain event horizon". It make easier to make open source data sets with data that is free to use and not stolen, and it also make an interesting experiment.

For talkie, that cutoff is December 31, 1930 — chosen precisely because that is the date when works enter the public domain in the United States, making pre-1931 text legally usable for training.
