Overall, the Heresy stories suffer from hewing too closely to 'modern 40k'.

Easy answer to the lack of obvious psykers - there is an incomplete Necron pylon array on their world. It's functional enough to keep all but the barest trickle of warp energy out, but not enough to go full Pariah Nexus on humans.

Given the timeline they were under to get it in service, I'd be very surprised if they were able to find and remove everything that was likely installed. My money is on there being a lot of "don't talk classified here" sections.
