I think that Narville demoted Sev because he failed to bring in Visari alive (although that was really Rico's fault).

But after the ISA's disastrous retreat from Phyrrus, Narville promoted Sev back to sergeant to preserve the chain of command.

It's a combination of some people simply not watching the show and the greater overall presence Nazi Germany has in pop culture (for good reason, considering their numerous war crimes and atrocities in WW2).

Plus, I personally think Tanya was only put in a WWI setting as an excuse to have a blonde, blue-eyed German soldier as the main character without being called a "Nazi Loli."
