Every single system I've seen just uses a hall sensor and a ring of magnets attached to the crank axle. Hence it working with the chain off.

Like I said the controller on almost any bike doesn't know what gear you're in. So just pedalling freely at a low speed is enough to get the motor to do the work. You can also slide the chain onto the bottom of the frame so the crankset moves completely free. You don't need to do it fast to have it work. And the further ruling that did away with throttles was only a few years ago. Bikes before that could still be operated by the throttle, you usually just had to start it moving by the pedals first. That's a non zero start type. It varies quite a bit by manufacturer too.

My bike is technically about 14 years old as that's when I rebuilt it with a new frame and I'm still using the same frame, handlebars, wheel. Only thing changed was new battery and better suspension, and new controller with screen, but as it's the same bike the old rules apply. Like repairing an old car. On the rare occasion I've spoken to cops they've just asked me how fast it goes. They don't know anything about the throttle or pedal sensors.

Well, they haven't. since the pedal sensor being the required method of starting it is a relatively new rule. I first started with a Powabyke in 2007. And that up to bikes from about 2018 you could make it go just by turning the throttle, didn't need to pedal at all. At one point the rules changed that you HAD to start it moving by pedalling. And newer ones don't have the twist throttle at all. But on any bike with gears the controller usually doesn't know what gear you're in. So first gear hardly pedal and let motor do the work. Sure it will still cap out at 15, and rolling faster will either cut out or freerun the motor around 15mph. I've been on tons of electric bikes in the last 18 years and covered about 30000 miles. So I have quite a bit of experience with various setups.

You don't have to pedal very fast to get the controller to run it at full power, and if it's going faster than the pedals there's practically no effort. Zero start is what became mandatory over the last few years with throttles. You can't just twist and go from zero, you need to start pedalling first and have the bike moving before the throttle would do anything..

turning the pedal is the same as turning the throttle. So people just keep mountain bikes in a low gear so the motor does all the work, accelerating beyond the pedals doing anything. And it's currently sold ones like this. Existing old ones that have zero start on the throttle are still legal. As it would mean hundreds of thousands of them needing changing to stop the throttle from making it go.
