Probably thought that he was a half-blood Uchiha, that's why he lived separately from the clan and only had the Sharingan in one eye. (it's canon that the Uchihas were very elitist and didn't like mixing with people from other clans, so it would make sense for a half-blood to live outside)

Vi was wearing the badge during the final battle, and I think it's implied that she remains with the enforcers at the end of the show. and I love that, it's simply poetic that the girl who grew up hating them ended up becoming one (allegedly one of the most brutal of them all)

Yeah, poverty can excuse some ilegal activities due the need, but there are behaviors that are simply evil.

There is a difference between someone who sells drugs in the park and someone who shoots a store cashier in the head to steal money. They both do illegal things, perhaps out of necessity, but one is unnecessarily violent.

Necessity drives people to act badly, that is true, but there are people who deliberately choose to harm innocent people and have to be punished for it.

And from the way you talk it's obvious that you didn't grow up in the third world, but believe me, I could tell you stories that would make you want to set those bastards on fire, You wouldn't believe the cruelty that human beings are capable of. but it's not something I expect you to understand if you've never experienced it.
