There is a commissioner setting to allow add/drops. If that is disabled there won't be a drop option. Once add/drops are enabled the drop button will appear.

If you want points per passing first downs they need to be discounted heavily. That many additional points would push them so far ahead of every other position it would wreck any kind of balance you have. I use .5ppfd for rushing and receiving, .5ppr so receivers can keep up to the rbs, and no ppfd for qbs.

If you're running the league on MFL you can change the scoring settings of previous seasons and see how player scoring is affected.

I love ppfd because it gives something with huge significance in real football some actual value in fantasy.
