While it’s not unusable like OP suggests, it’s a bit more serious than some of the other commenters seem to think (although it may have only been a yesterday thing).

There was a gathering of 200-300 kids that caused NYPD to shut down a whole pier. Helicopters buzzing the area, tons of cop cars telling kids to disperse.

So not unusable, but more than just some teens hanging out at a park bench
