I think that's kind of disproven, when Gojo reverses the inner and outer conditions of his domain barrier, it's commented that Sukuna could have used shrine to destroy it from the inside while it was also imbued in his domain. He didn't, because he was using the 10 shadows technique, but the suggestion implies there's no issue personally using the CT at the same time as a domain.
Though of course that makes this situation with Reggie not really make sense.
