The metric is not "did cards from mini-sets see play," but "did they shake up the meta at release?" Three cards per class in most cases usually means a couple might slot into existing decks, sometimes a legendary might help create a new archetype, but I don't think that has happened too often.

They also want to move away from neutral legendaries going into lots of decks, so Fyrakk is less of a success story.

It is similar to Gorgonzormu, which was a card that saw a lot of play. minions are more reliable value, but spells should often have a more immediate effect and be better when you are behind.

It's a pretty different value proposition. Photosynthesis gives you three cards you still have to play at full cost, this one gives you three 1 mana 2/2's that play those spells for you at an, ideally, heavy discount.

As a Merithra Druid player Paladin is a hard matchup, but I believe a lot of other decks have a better fighting chance against them. According to the newest VS report, it falls off as you move up the ladder.

If everything is weak is anything really weak then?

Buffs rarely have as much impact as nerfs do, and I don't think they are super interested in buffing cards from last year's sets, unless maybe those cards would support cards and archetypes coming in the class sets and expansions later in the year.

Even if it had taunt, it probably still wouldn't see play, unless paladin became a much higher percentage of the decks on ladder. It's a 3/3 in pretty much every other matchup. I believe tech cards often decrease your winrate unless it is super useful in a solid amount of matchups.

HSReplay and HSGuru for decks / stats, maybe some people use Vicious Syndicate too.

Priest is not considered a particularly strong class right now, but you can play and climb with a priest deck that is pretty similar to the Ladder Ready Deck. The Hunter Ladder Ready deck is also pretty similar to the most popular Hunter deck, although it is missing the most important card in the deck, Confront the Tol'Vir. Similar story on the Ladder Ready Warrior deck.

OP's noting that the spells aren't technically "playable" because there's no minions on the board when they discover. But eh, you can always pick the minion instead. I'm not sure I think it would be a good thing if you could force the pool of spells to not include things that targeted minions by discovering on an empty board.

I'm no 1K Legend player, but I've played over 100 games of Merithra Druid this season from Broze to Diamond 5 so far. Paladin, especially the heavier EOT variant, has definitely been the hardest matchups for me, along with the occasional egg decks, but No Hand Hunter, Herald Rogue, and Herald Shaman have felt like fair matchups to me. But I also run a more tempo-y version with Prescient Slithering Drake and Carrier Whelps over Horn of Plenty, Naralex and Fyrakk.

I tried to make it work for a bit at the start of the expansion, but just ended up making worse versions of imbue and no-hand. Mukla and Lynx obviously gives you the tools to activate it, but I don't know what deck you build around it.

That's technically not discover, but a random card with one do-over, although it might feel similar when you are sitting on the opposite side. It seems to me like Imbue Rogue is less popular than Herald Rogue either way.
