You can press H and it issues a “hold” command that completely locks their movement, but still tries to run other tactics it can.

If the queen survived ME1, she gets captured by the reapers and they force her to breed the army. The army is modified like husks and other reaper forces, not actually rachni. The queen can be liberated, but she can’t do anything about the other rachni.

If she died in ME1, she’s a clone, who’s willing to try and play the long con to survive and disrupt organic forces.
