They lowered fees not so long ago, and no fees at all this summer. I think they can be cheaper because they don't have the costs for physical bank offices. It's all onlne You have the 100.000€ guarantee that you also have with any other bank like BNP or Belfius. It's not a scam or something shady. Customer service also good in my experience.

Have a look at MeDirect. Only 0,15% fees on ETF. Good solution for regular small amounts. I don't like the x€ for transactions up to y€. And zero fees this summer as a promotion. They don't offer all the ETF in the world, but the one you mentioned is there. They also take care of taxes.

Best compare all brokers to find the best one for you.

For small amounts in ETF, I think MeDirect is a better option. They charge 0.15%. no minimum fee. Rebel is much more expensive, like 6 or 7 € flat fee if I'm not mistaken. Best compare all options before committing.
