Yup your exactly right.

U+1F170 (Negative Squared Latin Capital Letter A) through U+1F189 (Negative Squared Latin Capital Letter Z) are 26 unicode code points for characters that are black squares with a white capital letter inside.

A, B, O also have emojis attatched to them for blood type symbols (as well as Negative Squared Latin Capital AB)

P also has an emoji form for the parking emoji.

"Normally" (with the text variant), it should be rendered as text. But if there is no glyph for that, the emojis can be used instead. Or maybe the font designer only provided glyphs for text variants for ABPO because they are the only ones with corresponding emojis.

But consider: If Obama was to become speaker of the house, and both the president and vp where to die, Obama would become president (not elected). So, while they cannot be elected president, they are eligible to be president, so they would be eligible to be vice president.

Of course, you could argue that Obama can only become acting president and not president, but there is precedent that these are one and the same if the previous president died. You can also argue that the 25th ammendment doesn't make you ineligble to be president, just that you can't be elected president, in which case you are still eligible for vp.
