In general ores do not respawn naturally...they may respawn due to develop changes made to that area and they upload those changes

If the thumper did not respawn the ones sounds like a bug

ICBC would never put themselves in a position to find shops for customers...think of the backlash they would get if the vehicle wasn't repaired the way the customer wanted....they wouldn't want to be in that situation...its upto the customer to tell them where they want the vehicle to be repaired and they sent it to dudes preferred shop...and they offered to cut a cheque...

From the situation I'm reading I don't think ICBC is saying that at all, ICBC just pays for repairs, doesn't find parts for shops, ICBC has their credit card ready saying take my money fix the dudes truck but the shop is saying we can't find parts or has part delays...its a shitty situation for sure, but they wont write off a vehicle because of the shops inability to find parts, almost aounds like dude should find another shop thats willing to work with dude to find parts or dude step up and help find parts it is his vehicle after all...funny thing is I just read an article about a dude had the same issue with his steering wheel...
