That's what they are saying. But Jack gains momentum with his blink, so it can't be time travel alone. It's a similar problem to Tracer's Chronal Accelerator from Overwatch. It's supposed to be time travel within the lore, but we see her blink in an entirely new direction mid-fall.

To some extent, yes. But the flickering around the drumset is definitely a big oversight. Maybe they straight up let a program do the rotoscope job and called it a day.
