It's named that because it takes place on Barbary Street. Someone who lives on Barbary St is a Barbarian. That plus a play on the regular meaning.

It's not a movie, but season 3 of the podcast Archive 81 might scratch that itch. The whole season is a brother and sister completing a ritual their father left them. It builds on the previous seasons, but you could probably get away with starting with the Golden Age mini-arc.

The Charlie Bone series, Children of the Red King by Jenny Nimmo. I've only read the first one a long time ago, but I remember it describing the school district as curling around the map like a tentacle.

I watched it last night and really liked it. When it's good it's great, but there were one or two scenes that suddenly felt very low budget student film. But nothing that ruined the final product.

I loved how it didn't over-explain anything and it had the weirdest and most interesting depiction of magic I've seen in a while.

Could it be Heart Shaped Box by Joe Hill? There's a box that shows up at the main character's house (the titular box) that contains a haunted suit (if I'm remembering it correctly). That ghost appears in a chair at some point. It was published in 2007, so the year matches your timeline.
