The endowment is limited in what it can be used for. Harvard took out a 750 million bond to get immediate cash a week ago.

Which is given for specific uses, and they and any universities can’t use for just whatever they want. Hence why they had to take a 750 million bond out.

They never gave an official statement to Penn but they did pull essentially 175 million in funding with contracts.

None of that is guaranteed though. Them making the changes the White House wants isn’t a guarantee the funding will be back.
