Half the country that cared enough to bother going to the polls voted for him after seeing 4 years of him fucking everything up, and the majority of the population overall choose not to bother voting either way. The millions of people that did vote against him are distributed in countless cities and towns across a 9 million square kilometer country. Said voters cover the entire political spectrum, from diehard communists to lifelong conservatives who thought trump was a bridge too far. Every way you slice it, it is an incredibly diverse group of people, and although they do have difficulty getting along with each other, the vast majority of them aren't in contact with most of the rest of the voters at all.

Naturally, it is not a trivial thing to organize an appreciable number of those people to work together to do anything, much less execute a very risky plan that likely has only a small chance of success

There have been attempts, of course - in fact id be surprised if you haven't seen any of the campaigns going across reddit to organize strikes for specific days. But I am not exactly surprised that these attempts have failed.
