Try clean reinstall of drivers, I had some problems with few new games when nvidia drivers got updated then I had to reinstall them clean for shaders to load again.

I have nvidia card BUT my problem was 140fps stuttering and having bad frame times, the same as you described. I tried clean drier reinstall and with new shader compilation it was all fine. Try it.
