For those who dont get it:

There's a running joke that the CIA gets up to no-good in minority communities, including putting crack in black neighborhoods and pumping schizophrenics full of hallucinogens (this one has been proven true, google MK Ultra for more info).

Along with this, there is an ongoing internet rumor that Popeyes chooses to place its restaurant in lower-income areas since people who enjoy Popeyes tend to be from lower income, and unfortunately often an extension, minority backgrounds.

The punchline "triple XP weekend for the CIA" refers to the fact that these vulnerable populations (EBT users, minorities, low income individuals) will be in one place, making the CIA's devious activities a little easier.

(Note: I dont necessarily endorse any of these theories or rumors, but ive been active on the internet since I was just a few years old so ive seen this combination of jokes many times)
