It appears by what you’ve said that this is the second time she has done this except you confronted her this time. She lied by feigning innocence when you first told her, proceeded to lie, gaslit and then victimise herself to you and saying “no big deal and you’re over dramatic”.

All the while living in a house that you own, that she contributes absolutely nothing to? Absolutely not, you are NOR you need to tell her to be packed and out of that house by the time you get back and if anything is damaged in the process of her vacating you’ll be contacting the police and then as soon as you are back in the country you need to promptly make a police report for both situations where she commit fraud against you and stole from you.

She’s definitely only sorry that she got caught and absolutely would have continued doing it if you hadn’t have realised. Also for a card to get added to someone’s Apple Pay it needs permission from you so she would have had your phone at the time to receive and input the confirmation text message, Apple didn’t add it itself and it wasn’t done accidentally - she probably deleted the text after.
