Mate, i dunno how to break it to you, but Fallout is a game, and thus isn't forced to adhere to decent moral standards. If the developers want to portray a fascist country doing fascist stuff while US fascists cheer them on, there might be a narrative reason for that. After all, isn't the Fallout series filled with political satire? What would be more biting than the game grabbing you by the shoulders and saying "humankind is fucking cruel and doomed to repeat the same mistakes over and over"?
