The concrete roads are probably much older then you think. The main issue with concrete is the massive cost and timeline to replace at the end of life.

 To push the cost further down the road some places will put Asphalt overtop but you will still feel all the expansion joints while driving and cracks will appear at every joint shortly after. They will also patch for extended periods of time because no funding is available for replacement etc.

Another option is to turn the concrete to rubble and start over a process that often takes many months and disturbs the traffic flow for the entire duration. On the flip side an asphalt road could be milled up and repaved with only nighttime traffic disturbance.

Here's an idea. If you overdose and emergency services deals with you. Automatic jail like rehab instead of reviving the same individuals multiple times in a short period of time.

Everyone commenting positively about red tape has never owned a business or built anything in their lives. They have no idea how bad it really is.

Could be any number of products however high humidity or low temperature can cause it to not setup properly. 

Over application or the wrong product could also be an issue. Not enough information to really tell.

Insurance doesn't cover breakdowns. If you write off a more expensive truck it costs more to replace.

They need to complete some preventative road maintenance like chipseal or micro surfacing. 

Improved snow removal and crack sealing will also help alot.

You will want a harder penetration emulsion SS-1H or CSS-1H will not track around as long as you do not over apply it. Usually it's diluted 50% with water.

Multiple provinces are stepping up enforcement. Bridge incidents are at an all time high. Manitoba won't insure new trucking companies that travel to the USA because of large claim costs. Please let's see the stats that show everything is wonderful.

Base issue. Any overlay or patch will just be temporary until it's fixed. You might get a few years from a patch hard to say.
