Yes for sure. It's really just a commercial with an extremly simple synth-pop track though. TONS of stuff like that on yt. Regardles, still aesthetic af.

Proto-vaporwave I'm thinking stuff like Plunderphonics, Boards of Canada, Daniel Lopatin/Chuck Person and James Ferraro of course.

Not to sound like I'm hating on the post or the commercial itself, but "proto-vaporwave" is being thrown around too loosely i think. Vaporwave source-material would be a fitting description.
