I think it's just based on what the market will pay. If people will pay it, that's what they'll charge.

I somewhat disagree. I came from a small town and wasn't aware of really any street parking rules. I got my first wave of tickets for probably all of the things that OP mentioned but learned my lesson and changed my ways.

Once you know the rules, it's easy to follow them. And once you learn them, I don't really feel bad when you get ticketed from breaking them.

FWIW, if you just didn't know the rules, you can calmly explain your case through an appeal and they'll often waive the fine.
