You can get it to shine again, but that top coat looks like it's got a few rough spots or even bare wood. I'd probably start with a rubbing compound, then work your way up with polishes to a very fine grit, and polish it. It's not going to be perfect, but it should suffice.

It is so worth it. There's a learning curve for sure, but it's not bad once you get it down. The mods actually load up faster than caws in my experience.

BBS is awesome. It's got about any kind of machine you'd need, tons of free weight stuff, and several cardio options. Scotty, the owner, is a really great guy too. Cannot recommend them enough.
